Don't worry too much about Resource Cost Reduction - with Obsidian Ring of the Zodiac and a decent Cooldown Reduction, you should be able to use Provoke to keep your Wrath up. Your second priorities should be Cooldown Reduction and anything that improves your damage output (Strength, Critical Hit Chance/Damage, Blessed Hammer Damage Increase.).
